Information for Businesses

The City Centre West Transport Improvement Project will introduce Cycleways, bus priority measures and wholesale public realm improvements to Castle Street, Westgate Street and Central Square to encourage people to travel sustainably rather than by private car.

Our proposals will ensure that businesses located in these areas can still meet their operational requirements.

Some changes to existing loading and servicing arrangements are proposed where necessary to enable the delivery of key elements of the scheme, including fully segregated cycle lanes. The majority of loading and servicing areas will be unaffected by the project.

Where our proposals change the way you currently access or operate your business, this will be met by corresponding or improved arrangements following implementation. This document provides a description of the operational arrangements for businesses that are included in the City Centre West Transport Improvement Project area.


Castle Street

  • The two existing loading bays on the south side of Castle Street will be retained and will continue to operate as per the existing Traffic Regulation Order (TRO).
  • There will no longer be access from the south via Westgate Street. For vehicles travelling from the south, the nearest alternative route is via Clare Street to the west.

Westgate Street

  • All vehicle access to Westgate Street will be from the north, via Castle Street.
  • The majority of loading requirements for businesses located on Westgate Street are accommodated in designated bays and servicing areas on side roads adjacent to Westgate Street. See relevant sub-headings for information regarding these areas.

High Street / St Mary Street

  • High Street and St Mary Street are both subject to one-way working in the southbound direction, with access permitted between Midnight – 1000 hours daily. A small section of St Mary Street is unrestricted and forms an access loop with Guildhall Place and Golate y Gwter from Westgate Street.
  • Guildhall Place and Golate y Gwter provide on-street loading bays (to be retained and upgraded) and access to private servicing areas. Wharton Street and Bakers Row are accessible via Guildhall Place and St Mary Street.
  • Wharton Street provides access to the pedestrianised zones around St David’s Centre between Midnight – 1000 hours with egress onto Castle Street via St John Street.
  • Each area will continue to operate as per existing TRO’s.
  • Access to High Street will be maintained directly off Castle Street (Midnight – 1000 hours). St Mary Street, Wharton Street and Bakers Row are also accessible via High Street.
  • Access via Westgate Street will be from the north only for St Mary Street, Guildhall Place, Golate y Gwter, Wharton Street and Bakers Row.
  • Vehicle access from the south will no longer be permitted via Westgate Street. An alternative route is available via Clare Street to the west.
  • Egress to the south onto Wood Street will remain available for vehicles using St Mary Street between Midnight – 1000 hours.
  • Egress onto Westgate Street via Golate y Gwter will be northbound only, with a right-turn only restriction onto Westgate Street.

Womanby Street

  • The northern section of Womanby Street is southbound only, with access directly off Castle Street via a removable bollard (Midnight – 1000 hours).
  • Womanby Street becomes two-way halfway down the street, with access from the south available at all times via Westgate Street and Quay Street.
  • On-street loading is permitted between Midnight – 1000 hours. Womanby Street will continue to operate as per existing TRO’s.
  • Access and egress to / from the north will be maintained via Castle Street and Westgate Street.
  • Vehicle access from the south will no longer be permitted via Westgate Street. An alternative route is available via Clare Street to the west, and via the St Mary Street pedestrianised zone between Midnight – 1000 hours for egress to the south.

Central Square

  • Refers to Wood Street, Lower Westgate Street, Scott Road, Havelock Street and Park Street. Access no longer permitted from the north via Westgate Street.
  • The one-way restriction on Havelock Street will be reversed to become southbound only and at the Wood Street junction, all vehicles will be required to turn right.
  • Park Street (between Scott Road and Havelock Street) will become one way in the eastbound direction. Park Street (between Havelock Street and Westgate Street) will become two way and bus only. Together with Havelock Street this will create a one-way loop for vehicles access to these areas.
  • The provision of a new segregated Cycleway on Westgate Street will require the removal of an existing loading bay on Lower Westgate Street.
  • Three new loading bays will be provided in the vicinity of Westgate Street:
    • Between Wood Street and St Mary Street;
    • Havelock Street; and
    • Park Street.
  • All points of access to Central Square will be maintained off Wood Street.
